The regular meeting of the Economic Commission, chaired by the Deputy PM for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, was convened today, August, 20, 2025, at the Marmarin Palace.

In accordance with the agenda, the meeting discussed the collection of a fixed tax in the form of gold from gold-washing companies, as well as the royalty payments based on profit-sharing from companies contracted for small- and large-scale chromite mines.

Following deliberations, it was resolved to recommend to the Office of the Prime Minister that, from gold-washing companies, a fixed tax should be levied on a monthly basis per hectare of land according to category, in the amount of five, ten, or fifteen grams of high-standard gold. This fixed tax will be collected by the Ministry of Mines and Petroleum during royalty collection, in the presence of a representative from the Ministry of Finance.

Furthermore, after detailed discussions, it was recommended to the Office of the Prime Minister that for small-scale chromite mines, all extraction costs shall be borne by the companies, with the distribution of unprocessed extracted chromite set at 45% for the Ministry and 55% for the companies. For small-scale companies that have processing plants and process the extracted chromite, the distribution shall be 40% for the Ministry and 60% for the companies.

For large-scale chromite mines, all extraction costs shall similarly be borne by the companies, with the distribution of unprocessed extracted chromite set at 35% for the Ministry and 65% for the companies. For large-scale companies that have processing plants and process the extracted chromite, the distribution shall be 30% for the Ministry and 70% for the companies.

It was also decided that this policy shall apply to those contracted companies engaged in small- and large-scale chromite mining that have already undertaken extraction and currently have extracted chromite stored at mining sites.

The aforementioned decisions have been referred to the Office of Amir al-Mu’minin for final approval.
