Mechanism for Financing Public Welfare Projects by Commercial Banks Signed

In the presence of the Deputy PM for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, the Ministry of Finance and Da Afghanistan Bank today, on August, 20, 2025, signed a mechanism for the financing of public welfare projects through commercial banks at Marmarin Palace.

This document was developed based on Article 2, Clause 5 of the Rules of Procedure of the Economic Commission, in order to legally facilitate the financing of public welfare projects through commercial banks’ participation.

The objectives of this document are to ensure commercial banks’ participation in public welfare projects and provide facilities for their financing; to create investment opportunities for commercial banks within the country; and to provide grounds for increasing the revenues of commercial banks.

According to this mechanism, the Ministry of Finance will request public welfare projects from the relevant sectoral institutions and will prepare their financial models. Da Afghanistan Bank will encourage commercial banks to participate in the financing and implementation of these public welfare projects.
